[Shotimes] Cold Weather MPG

Ok, I know you get worse mpg in the winter, but I only got 
280 miles on 14 gallons (20mpg) this last tank.  It's 
colder than it's been all winter here in Iowa, about 5 
degrees every morning and highs around 15-20, but geez! 
 Usually on my 35mile round trip commutes to work that are 
very little "stop and go" driving I can get 300 miles on 
13-14 gallons, which seems low compared to most of you.  I 
can get 27-28mpg on long, interstate trips.  No starting 
problems since replacing CID, new plugs (PO had 
Autolites),  ETC, temp sender, and thermostat (ran too 
cool).  All pulleys are good (no drag.)  Plug wires tested 
ok per Steve's data last week.  Mobil1 5W30.  Can anyone 
out there relate?  Is something wrong with my car that 
it's using too much fuel while warming up?
