[Shotimes] Why does the CE light go on if the gas cap isn't tight on OBD II cars?

the technical NGS code is: Gross Evap sys leak

which basically as others have said, is due to evaporative emissions 
escaping through what the OBDII computer thinks is a big hole in a line 
somewhere.
there are Charcoal recovery filters and all kinds of recirculating 
mechanisms in the evap system, all of which are tested by teh OBDII system 
everytime the car reaches 35-45 mph for 2 cycles of 30 seconds. or every 4 
minutes of idle time.

what stinks about this, is when you first read the code off the NGS tester 
you think , "oh no here we go again." and you reset the code, let the car 
idle and tell teh customer they can't refuel without shutting the car off. 
try telling that to a 65y/o man, they don't listen. so inevitably the car 
comes back in with the same problem and you have to plug the entire evap 
system and charge it with argon gas,using a leak down tester from rotunda 
which doesn't hold air any better than my colon after mexican night. and of 
course, it's just retarded...  grrr...

I could be a little bit off as to the exact trigger for the self diagnostics 
cycle to start, but after working for a Ford dealership as a technician 
before they shut down, I can tell you the whole system is nothign but a load 
of bull put there so we don't hurt the whales or dolphins or (insert cute 
animal here)

just for fun sometimes I like to pull the hose out of the filler neck while 
I am fueling my car and just give the trigger a little bump spilling some 
raw gasoline onto the ground, then I make  abig deal about it, like OH NO!! 
GET SOME OIL DRY!!!  which is funny because oil dry does nothing, as the 
gasoline evaporates from the clay and into the atmosphere anyhow...
and to anyone who may flame me for such a thing, I say, "look pal, global 
warming my ass, it was -10 F here on monday, and until I can wear shorts 
from november to march or drive my classic mustang year round, I say eff 
you, go to hell you tree hugging bastages."

I don't know 100%, but I'd bet the fuel vent system is measuring the amount 
of
ambient air pressure inside the tank vs outside, and if it isn't right, it 
thinks
that vapors are getting out into the air.  I have heard that those new 
systems
monitor the venting of fuel vapors to the outside via the gas cap.
