Well, not exactly. If you go to the SHOtimes procedure, you will see that
what happens is that the VAPS system stays set at it's previous setting if
it loses power, be that full boost at low speeds (or at idle) or at reduced
boost at higher. speeds.

I think the VAPS is a powered system; if you lost the power to it there
wouldn't be any boost. It is the same part as the SLO; the steering rack
that is, with the possible exception of the rubber turn stops preventing the
last couple degrees of turn. If someone really hated it, when changing a
clutch or other major maintenance the rack could be changed to a non-VAPS
system.
