I'm not saying this is your problem.  I am just describing what happened to
me.  Keep in mind that the e-brake has separate cables for each side.

I'd be able to operate the pedal from the driver's seat and release it, so
no indication from there.  The car also "appeared" to move freely..  What
finally gave it away was that the cable runs in a track under the driver's
side of the car, and the cable was visibly hanging.  This meant that the
spring mechanism wasn't able to pull up the slack from the cable when you
release it in the cabin.  A mechanic was able to use a very large
screwdriver and force the cable to it's normal position which in turn
released the pads.  The problem was only on the drivers side and he showed
me the kink in the cable.  In any event, the car is old and has a good
amount of rust down there because of having spent it's first 7 years up in
Woodstock, NY.  Since it's now a Florida car I decided to spend the roughly
$200 to have the entire cable assembly replaced, but I still end up using
first gear to secure the car for the most part.

OTOH, I've heard that one of the first things people do in upper Michigan
when they buy a new car is to make sure they cut the e-brake cable!
