[Shotimes] rear brake questions

I'm glad this came up again.  I've asked about the adjustment on that block
before with no real answer.  Can someone at least tell me the position of
the arm on the two "buttons" while the car is at rest?  Should the arm be
dressing the buttons in normal position or not?
