Yes.  Up until the first NASCAR race, it sat unused a year at a time.  Many
people even made a big stink earlier this May when they let the Infinity Pro
guys run on it prior to the IRL race.  If just anyone could run on it, then
it wouldn't have the same mystique I suppose.
