Even with the welds removed, there is not much more adjustment unless you nibble the holes a bit larger. The metal in that area seems pretty thick and I don't think removing a reasonable bit would weaken the structure. This was done on my car several years ago by a good alignment shop with no problems.
If you still have concerns about doing this, there are Taurus camber adjustment kits available that will allow adjustment, although I'm not sure exactly how they work, as I was unwilling to spring for the extra $ when my car was being done.
