Took the motor apart this afternoon.  It was the brushes.

The local shop that steered me away on the phone behaved differently when I
appeared at their doorstep on a rainy Friday afternoon.  They sold me four
replacement brushes for $8.  I have soldered them onto the mounting plate.
Will let you know if the motor actually runs.  Figured it was worth a try.

A moral lesson:  Many of us replace items before they expire.  I neglected
this motor.  My bad.

19008 in my ATX and have no complains.
