[Shotimes] SHO fuel pressure problem (I think)

I got a Check Engine light on my SHO and it started
running bad so I got the codes out of it and they indicated
lean burn in both cylendar banks. I checked the fuel
pressure and it was 31psi with the engine off and key on.
I guessed it was the fuel pump so I dropped the tank and
put in a new pump, screen, and filter. When I put it back
together the fuel pressure was the same. I then moved to the
front of the car and plugged the return port of the fuel rail
and got 85-90psi. I thought this indicated that the pressure
regulator was bad so I replaced that. Of course, there
was no change at all.
Where do I go next? I am completely confused.
I remember that the little rubber thing on the end of
the fuel return line in the tank was half gone, but could
that be causing my problems, it doesn't seem that it could.
HELP.
