 Let's try something.
I got this from Doug Lewis a LONG time ago. When he was still a Ford Tech.
Same type of hard start problems. Replaced fuel pump, IAB, Fuel Filter with
no change. Now the way I understand the EEC-IV system the IAB supplies ALL
the air at idle but try this anyway.
Disconnect the IAB and start the car. You will need to depress the
accelerator probably. Adjust the mechanical throttle stop until the engine
will idle at 600 rpm with the IAB disconnected. Turn off car reconnect IAB
and let it relearn the idle. This may take two people to work the gas pedal
and adjust the throttle stop. The throttle stop is not suppose to need
adjustment and is thread locked into place. But you seem to have tried about
everything else!
