It's either the cables, or you motor's locked up. Hopefully the former.

When I turn the key to start all I get is a click or two from the
starter and then it and the power to the car dies. If I turn the key to
off and wait a minute the power comes back but the car still won't
start.
1) I had the battery replaced and checked it; it's putting out 12.7
volts.
2) I pulled the starter and had it tested at two differt part stores and
they both said it was strong.
3) The leads to the starter are getting the full 12.7 volts from the
battery.
4) There are no codes stored in the EEC (hey, it *could* have been a bad
sensor!)
My next guess would be the battery cables. Any one else have a
different idea?
