Sure it is a good deal, if the buyer feels that it is.  A SHO with 19k on it would be impressive no matter what year it was.  Will it be a collector car?  Will it's value increase so as to make it a good investment?  Probably not, but what car's do.  For 20k, not many cars can touch it.  A few mods and you have an 11 sec capable 1g turning machine.  Just the fact that only 7 were produced, and that this particular car was featured in a number of magazine articles makes its value more than a SHO of the same year.  But if you must, rain on the parade.

If the Festiva had a 5.0 motor in it, would you care? It's still a Festiva.
Equal to a Yugo, as far as I'm concerned. No more of a collector value than
a SHO of the same year.
