[Shotimes] High Idle and When A/C or Defroster is ON (higher Idle)

Frank:
 Your symptoms point to a vacuum leak. If the IAB changed the idle but not
enough then disconnect it and the car should die. If it keeps running you
have air getting in somewhere.
