According to the 93 Helm Ford manual the last 6 digits start for Taurus
100001 thru 600001  and Sable 600001 thru 999999 for a particular assembly
plant. So you may have the first 94 Atlanta Taurus, if the previous digit is
1. Assuming they did the same number sequence in 94 as 93.
