I would suspect the rack before the pump based on your symptoms.

If the problem gets less severe as the system warms up, the rack has
"morning sickness"

Depending on your year and system, rebuilt racks are as little as $70.
Pumps can be bought for less than $150.

Both are HUGE PITAs to replace.
