The problem that, for what he's looking for in a 15" tire, the newer KDWS
don't come in the proper 15" size, nor do the all-season GA 02 Firestone's.
All-season, reasonably priced tires (he's looking in the H, or maybe V,
rated) in a reputable brand are getting to be slim pickins.

Remember- friends don't let friends drive on junk tires.
I would recommend going to tirerack.com, enter the size that you want, and
you will get a list. Have that list sorted by price, then go down the list
until you find something acceptable to you.
I took a brief look at the list and the Firestone Firehawk and the BF
Goodrich Radial TA look like good choices.
