Chris,
In my experience, when my 94 ATX started wisping white smoke from the passenger side of the hood, it was the water pump bearing going bad at the shaft.  When the car was off, it would seep a little bit on to the cat and then the ground once the cats were cool and I would get a dribble.  When the car was running, the water was dripping on the cats and boiling off and hence I got the white smoke.  On ATX, if it was the overflow bottle, I don't think the fluid would get to the cats, it would leak onto the splash guard over the wheel well and disappear.  With those miles, have you ever replaced the water pump?  If not, that's my bet for the culprit.
