I haven't seen the TRW bushings but they should come with washers. I noticed when I bought all the replacement suspension bushings that a few came without a piece of hardware here and there. You just have to return it and look at another set or get your own washers. They should be for bracketing only anyway since the spacing will be more determined by bushing compression.  As for the hole being larger than the rod, that shouldn't be a big deal. They will be torqued together in a fashion that will not allow any great amount of movement.
