But, if the smaller brakes are capable of 'locking' up the tires, what
difference does it make on a one stop 60-0, assuming the distance isn't
enough to cause fade in the smaller brakes? Tires 'locking up' indicates
to me that the brakes themselves are more than enough to get the car
stopped as quickly as the tires will allow.
Now, on repeated hard stops where fade comes into play, the larger
brakes are going to resist fading much better/longer which would result
in shorter stopping distances on subsequent hard stops.

The larger rotor will result in greater braking TQ, given the same pads,
etc.
If the tires are up to handling the added BTQ then yes distances pretty
much have to be shorter.
