Well,  I was being told that it snows very infrequently here
[Hillsboro/Beaverton area] and when it does,  it doesn't usually stick,
or melts with the next day or two.

No snow? I lived in Clackamas OR (SE suburb or Portland) and we had
snow. They 
just don't salt. They use sand. It's fun watching the buses using snow
chains 
and crossing the Willamete (sp?) river.
