No, BAC is a percentage of alcohol in blood. Blowing a .1, which used to be the 
limit, means you have .1 percent blood alcohol so .001 of your blood is 
alcohol. A lot of states now have .08 as the limit which means .0008 of your 
blood is alcohol.
