[Shotimes] incorrect speedometer reading

My speedometer reads about 10 mph faster than I am actually going according 
to thoes "You are going this fast" radar signs on the side of the road. 
Could a bad speedometer cable cause the gauge to read faster than I am 
going? I dont think its my tires since they are 225/55/16.
