[Shotimes] Lowrider's KOEO Test

Well they look for the EGR.  I suppose you could leave it and plug the
manifold.  The standards are pretty tight here (CA); when I tested mine
before I cleaned the nostrils, and then replaced the tube, it passed with 0
to spare on the no.  Its probably iffy.
