[Shotimes] Adjusting Steering Rack height to compensate for lowered suspension

Kirk's latest post on SF now has me wanting to revisit a topic I've
read about a while back.  Specifically I've heard that people use
washers raise the height of the steering rack(?).

Obviously from my question I do not perceive any problems with my
current setup.  However, I would like to know again why people do
this, what the expected benefit is, and the procedure to do it.
