The cooling fan will come on if the climate control is in a mode that the
A/C compressor is used, which is anything but the vent or floor position.
This is a good way to test the IRCM (CCRM) for fan relay worthiness.  If the
fan comes on when the CC is in the floor position then the relay secondary
circuit is either shorted or the relay coil ground is grounded.
