That's not hard...you have two threaded holes on either side of the hole, and you
have the bolts that held the EGR valve to the manifold and screwed into those holes.
 You make a flat cover out of sheet metal (cut it with tin snips) that is the same
shape as the bezel of the EGR valve, drill two holes for the bolts, clean up the two
adjoining sides, and use gasket sealer along with a gasket you cut out of gasket
material.  Then you put it all together.
