I think one is flat and one has 'tread' on it to match the inside of the belt.  But
they both should work either place.  Sometimes you can get the bearing/hub assembly
out of one and swap it into the other.

My T-bird Turbo had two belts, and two spring loaded idlers, one with tread and one
smooth.  The smooth one, for the alt and wpump broke one day (loooong ago!)...I had
my tools and swapped them...it ran fine w/o a/c until I replaced it.  This should do
the same.
