Most pollutants are measured in a given volume or mass per mile, unless it
is better expressed as a ratio.

Did your student note that many testing programs are shifting to OBD-II
testing only instead of actually measuring tailpipe emissions on a chassis
dyno?  If he did, he found the real farce in the evolution of "clean air"
testing.
