"Usually"......the reason these don't work, other than a broken vacuum hose
connecting them, is that they are hooked up incorrectly at the back of the intake
(next to the firewall).  If they don't close the instant the engine starts, they are
not getting vacuum.  If they are open at low speed, there is no "ram" effect of the
long tubes in the intake.  This will cause poor performance at low speed, as well as
poor mileage, because you have to give it more throttle for the same acceleration.

You probably know this already, sinice you mention the butterflies, but it would be
something I'd want to have working correctly to solve the rest of the problem.

Cleaning the intake may or may not have anything to do with  their operation....you
need to have the vacuum lines (and the connector to the solenoid) connected
correctly.
