I just bought a brand new valve from the local AutoZone for $55. They had
it in stock (so I guess it must also be used on other engines?). It looks
like the one I removed in all respects except that it did not have the Ford
logo on the cast valve body. The sheetmetal cap on the end was stamped with
the Ford part number that Sergio mentioned: F0AE-9F715-A2A. AutoZone's
name for this part was "Throttle Air Bypass," although the computer search
began with "Idle Speed Control." Installing the valve did cure my problem
with wandering idle and stalling. The machining on the valve body did not
appear to be quite as fine as on the original valve.
At the same store and day, I bought an upper radiator hose for the 91. It
was molded a little different from the original hose, but actually fits
better, with a bend that gives it clearance around the ABS computer.
Guess I just had a lucky day. : )

For my 89 E9AZ-9F715-A on the box. The number on the valve itself is
F0AE-9F715-A2A, this is the one I took off the car.
