Probably because of the year-round nice weather in GA, everyone is
outside enjoying it instead of wrenching on their cars inside. Whereas
out in WA, where the weather is crappy for most of the year, everyone
has nothing better to do than watch TV or work on their cars. When nice
weather finally arrives, everyone is itching to get outside and bring
their cars out for everyone to see.
The WA and OR area of the country was voted the most depressing place to
live in the the US - it's got to have something to do with the crappy
weather up there.
