[Shotimes] Smog techs don't have a clue

It seems it's random that they check under the hood here in NJ.  I've
had my hood opened once, and I go to the inspection station every time.
My friend Jon, with a modded Camaro, has never had his hood opened and
he doesn't have any of the emissions stuff on there any more.
