I took the assembly out of a Cougar a few years ago. IIRC there was a round nut on top- more of a sleeve with threads inside than a real nut- but it had 2 small grooves that formed a flat spot where you could put an adjustable wrence on the nut. Unfortunately you couldn't get the wrench down in the fender. I measured it the best I could, then bought a small piece of pipe at the hardware store. I flattened the end of the pipe in my vise until it fit the flats on the nut. The nut wasn't tight so it worked.
