[Shotimes] 93 SHO, No Start, No Click, No nothing. Please

Check the 3rd or 4th 60amp fuse in the power distribution box under the hood
near the drivers door at the firewall. My brother's car had some problems,
turned out a short blew the fuse.

I thought a bad starter would make a clicking sound when the relay tries to
engage the starter? The last starter I replaced on a 350 v8 did that. I
imagine there is more than one way for a starter to fail, is there any other
relays or electronics to check before I take the starter out and test it?
