[Shotimes] Relay pack up front

Does anyone know what these are?

This is located up front on the driver's side.  Mine were hacked like this when I bought the car.  It looks like there should another relay in the socket, but mine is missing, and the wires leading to it have been cut off.

...that describes a "black relay box thingy" that goes up front by the radiator.
