OK....sounds like a newer guy, who might not know the story.
What is the CE light doing when it won't start? Is it as bright as the other lights
on the panel? If you had an airbag light, you could compare them. But if the light
is dimmer than it should be, AND you don't hear the fuel pump priming when you turn
the key on, then you might (probably, actually) have a power problem to the PCM
(computer) and the IRCM (fuel pump, fan, a/c compressor, etc. solenoid group located
under the fan shroud just to the inside of the left side headlight, but behind the
radiator support). If the battery cable ends have been replaced, the small black
wire on the positive cable might not be making good contact with the large cable and
new end. There is also a connector just under the positive cable end, where the
wire from the connector snaps into the car's harness. Wiggle that connector to make
sure it is making good contact.
If the CE light is bright, it most likely is the CPS, unless the fuel pump solenoid
has failed by itself, as mentioned above. If the CE light is dim and the pump won't
run, check the power to the CPU. The CPU is grounded separately from everything
else, too...back behind the battery a ways, by a single wire screwed to the fender,
in the general vicinity of the power steering filler. That ground connection can
work loose.
