Actually, a boob would be more like PG-13. Takes a penis or a vagina to be R
and intercourse or bodily fluids to be NC-17 (there is no more X).

Of course they don't want them viewing X-rated material like that on TV in
the family room.  They would much rather have their kids lock themselves in
their bedroom and watch XXX-rated material on their computer.
