[Shotimes] LLBs in IL and FL

Question for those in Illinois...  Apparently, as of today IL has a law to
prevent people from blocking the left lane.  According to CBS News,
"Illinois makes it illegal to drive in the left lane of an interstate
highway for more than one-half mile. (Violators can be fined $79)."  Does
anyone know any more details?  Does this apply only to rural interstates, or
also in the city?  Is there any provision for allowing people to use the
left lane continuously when traffic is very heavy?

The LLBs were really bad in Florida.  Lots and lots of folks cruising in the
left lane.  You'd blink the high beams to get them over, and right after you
pass them they shift left again.  What are they teaching in Florida driver
ed?  Worst LLBs I've ever seen.
