speeding is still not allowed officially, that is the catch 
22 of the law.

The law officially recognizes that people exceed the speed 
limit when it says that you must move over "even if you are 
doing the legal limit" thus letting people breaking the law 
(speeding law) past.

Yes, again living in Illinois is a constant source of 
amusement and bewildering in the extreme.
