Actually, I beleive they changed the front end in 89'. The earlier cars has
much more of a slant on the inside of the headlights and a much different
grille to accomodate that slant.

Pkg or Option is 1991. In 1992 the grille used in the Police Option was
changed to just 1 additional slot at the bottom of the panel instead of the
multiple slots on both sides. If the grille was used as part of a towing
package, then it was done at the dealer using over the counter parts. The
grille as designed was intended to be part of the Police Package for the
Taurus, hence calling it the Police Grille seems appropriate.
