Yes, this process is slowly creeping into play, and the transaction is now
treated similar to a debit card transaction. It's just that the Fed hasn't
got this whole process totally in place yet. It will be working when the
recipient of the check (as through the mail) can clear checks electronically
through the Fed.
The issue remains, however, that, although the process you describe speeds
up the clearing process, it still won't protect the average individual
selling a car (for example).
