[Shotimes] Front tag

For all you non-convention-goers (and those who are still online...)
 
I bought my brother's '90 from Texas, so it has a front tag mount.
 
My '89, being from here in Florida, does not.
 
Is there a way to take it off and plug holes (maybe with a factory kit?) so
that it doesn't look too bad?
