[Shotimes] Thunderhill seat belt question

Had someone ask about the rule against four-point belts in 
our Convention info.

That was the rule at Summit I believe, and we just kept it.

But at Thunderhill, the track and Nick Chrimes have both 
approved Schroth type quality four-point belts for the track 
event.

F-point SCCA legal belts are WAY better, but this lets some 
people with systems like this go without making big changes.

Of course factory three-point harness is also OK.
