[Shotimes] What's needed suring a clutch change

Does that need to be done at clutch time, or is it just as easy to do any
time?

I'm guessing you are refering to the clutch release arm bushings.  I haven't
seen a OEM plastic one worn like that before, but I would still recommend
getting the tephlon impregnated bushings.  They definitely will give you
nice smooth pedal action.
