[Shotimes] ATX rev limiter

As I noted in a message from January earlier this year, the neutral rev
limiter for the '93 H3Zx PCM cuts out at 4,000 then comes back at 3,875
rpms.  The '94-'95 D4U1s keep it steady at a constant 4,000 rpms.

And yes, the SHOtimes site needs some updating.  ;)
