You'd have to ask the vendor to be sure. But, I can tell you I did not evacuate my system before I started adding this stuff, and have had no problems to date.
I bought a case because of a slow leak. If I fill the system up mid-spring, it'll start losing its cooling capacity by fall. So next spring I just add another can and am happy again.
They sell a simple connector hose that attaches to the system and punctures the can open. You do this with the compressor running constantly (pull the pressure switch and jump the prongs) and it sucks the refrigerant in. I'm sure using professional gauges and all would be the preferred way to do things, but the home grown method has worked for me (and saved me a bundle).
