[Shotimes] engine surging

when i drive the car holding the throttle steady, the car surgess,like 
opening up the secondaries and then shutting them off.  not really erratic 
but noticable and annoying.  When you shut off the climate control system or 
put it on vent it stops doing it.  The air does seem to be blowing cold air 
though when you turn down the temperature.   ANY IDEAS?
