You are correct. Milwaukee county and the counties that touch it have to
test. I live in Walworth county so no test even though I drive in to
Milwaukee county every day.

Dave you are kidding right?  I am the naive one of the bunch.

Here's something you may not know though.  I live in Sheboygan which is
strict with their testing and I used to live in Green Bay (an hour north)
and they have no testing.  Sheboygan is about 50K population, and Green Bay
is over 100K.  The only thing I can figure is that it's because we are so
close to Milwaukee.

The other thing about Sheboygan that bites, they have a wheel tax.  They are
one of only two counties that impose that tax, IIRC.
