Under NT 4.0 and Win 2000, CTRL-ALT-DEL displays a dialog box which gives
you several options including Lock Workstation, Logoff, Shutdown, and
Change Password. If you select Shutdown, it peforms an orderly shutdown
(including applications) of the workstation with the option to restart
after shutdown.

Paul,

My computer won't do anything if you hit the power button.
IBM AMD Athlon. If the Windows locks up, which it does a
couple times a week, I have to kill power at the power strip
to get a re-boot.

CTRL-ALT-Delete, does not do an "orderly" shut down on any
computer I have ever had. It won't shut off programs
currently running, and usually causes a fault that triggers
windows scandisk.
