On XP, there is an 'activation' that goes on. This only happens once unless
the OS sees a change in one of the 'control' parameters. If it does see
that, it will ask you to activate again. If you say no or it can't, it will
tell you to call Microsoft. It will eventually stop the OS.

So what would happen if you shut off access to the internet to the
computer?  Like just unplug the phone line from the modem or whatever.
Would the machine not boot, I wonder?
